<p align="center"><strong><span style="color: #ff0000; text-decoration: underline;">The NABORS Interlocal Alliance is proposing a 3/8 sales tax and a $22 million bond debt for Baxter taxpayers in the October 9, 2012 Special Election.  Here’s why you should vote NO on  these proposals.</span></strong></p>
<p align="center"><span style="text-decoration: underline;"> </span></p>
<ol>
<li><span style="text-decoration: underline;">Brief background.</span></li>
</ol>
<p>The NABORS Interlocal Alliance (the Alliance) wants to buy the NABORS Landfill &amp; Hauling Company from the present owner, Ozark Mountain Solid Waste Management District (the District).  The District is composed of the 6 counties of Baxter, Boone, Carroll, Marion, Newton, and Searcy.  The Alliance was created in early 2010 by Baxter and Marion counties and the city of Mountain Home.</p>
<p>&nbsp;</p>
<ol>
<li><span style="text-decoration: underline;">The original acquisition plan is no longer possible.</span></li>
</ol>
<p>In its articles of creation, the Alliance planned to acquire all of the District’s assets by <strong><span style="text-decoration: underline;">assuming</span></strong> all outstanding debts, including $12 million in old bond debt, and take responsibility for all operating, financial, and environmental liability.  But the Alliance’s financial advisors found out that this was <strong><span style="text-decoration: underline;">not legally permissible</span></strong>.  Also, the landfill and hauling company was in danger of defaulting because income was not sufficient to pay for existing debt.  The Alliance had to find another way to get money to buy the company.</p>
<p>&nbsp;</p>
<ol>
<li><span style="text-decoration: underline;">Tax and spend.</span></li>
</ol>
<p>The Alliance directors determined that they would need about $17 million… or $18 million… or $20 million or $22.6 million…oh, let’s call it $22 million to buy the company.  This amount of bonds would retire the old bonds, pay the expenses of selling the new bonds, and provide some money for improvements and environmental cleanup that hadn’t been accomplished in the past 8 or more years.  But it would provide <strong><span style="text-decoration: underline;">nothing</span></strong> to improve operating revenue.</p>
<p>&nbsp;</p>
<p>To raise the $22 million, they would sell $22 million in bonds and, because operations could never cover the expense of repaying the debt, they proposed an increase in sales taxes by 3/8 cent in Baxter County to pay for the bonds over their 12 to 20 year life.</p>
<ol>
<li><span style="text-decoration: underline;">The intended protection of Baxter County and its taxpayers will be eliminated.</span></li>
</ol>
<p>When the Baxter County Quorum Court passed the ordinance creating the Alliance in 2010, promises were made by the proposers (in particular, by Messrs. Joe Bodenhamer and David Osmon) that the county and the taxpayers would be shielded from financial and environmental liability.  This protection would be provided by the state statutes under which the Alliance was created.  This was affirmed by County Attorney Ron Kincade in a letter dated July 19, 2010.</p>
<p>&nbsp;</p>
<p>If the tax and bond debt is passed, that promised protection will be eliminated.  Under the Alliance’s proposal, <strong>ONLY</strong> Baxter County taxpayers will bear the 3/8 cent increase in sales tax and <strong>ONLY</strong> Baxter County taxpayers will be indebted in the amount of $22 million.  The other counties that are presently members of the 6-county consortium will be relieved of all responsibility for environmental damage, all liability for the present bond indebtedness, all bank debts, all operating responsibility.  Those counties will benefit from the new ownership but they will bear none of the risk of ownership and none of the jeopardy of operations.</p>
<p>&nbsp;</p>
<p><span style="color: #ff0000;"><strong>Baxter County voters have an opportunity to reject this ill-conceived &amp; dangerous tax and bond proposal.   Vote NO on October 9.   Save Baxter County from an act of fiscal suicide.</strong></span></p>

<p>To participate in the program, consumers must either have an income that is at or below 135% of the federal <a title="Poverty Guidelines" href="http://aspe.hhs.gov/poverty/index.shtml">Poverty Guidelines</a> or participate in one of twelve (12) assistance programs offered by the government.</p>
<p>According to the FCC Encyclopedia on Lifeline Program for Low-Income Consumers<br />
<span style="font-size: 12px;">Federal rules prohibit eligible low-income consumers from receiving more than one Lifeline discount per household.  An eligible consumer may receive a discount on either a wireline or wireless service, but not both.  A consumer whose household currently is receiving more than one Lifeline service must select a single Lifeline provider and contact the other provider to de-enroll from their program. 			<content:encoded><![CDATA[<p>Congress just gave the Executive Branch the power to fill over 3000 positions with no confirmation hearings or oversight from the Senate.  What on earth possessed the Republican-controlled House to go along with this scheme?</p>
<p>If the complaint is that the president has too many offices to fill for the senate to confirm them in a timely manner, I have the perfect solution: ELIMINATE ALL THESE BUREAUCRATIC POSITIONS!    Our country ran smoothly for over 200 years without all these busybodies in D.C.  gobbling up taxpayer money to run our lives.</p>
<p>The solution is NOT to empower the Executive Branch with near dictatorial powers.   The solution is to go back to the constitution and get rid of every department, agency and program that doesn’t fall under the limited, enumerated powers therein!   Do that, and the senate will have no problem confirming the 5% of presidential appointees that actually have constitutional legitimacy.</p>

			<content:encoded><![CDATA[<p>Obama administration officials said Friday that they would begin on Aug. 15 to process applications from hundreds of thousands of young illegal immigrants expected to seek two-year deferrals of deportation.</p>
<p>To encourage the maximum number of young people to come forward, Homeland Security officials gave assurances that information from the applications would not beused for <a title="More articles about immigration." href="http://topics.nytimes.com/top/reference/timestopics/subjects/i/immigration_and_refugees/index.html?inline=nyt-classifier">immigration</a> enforcement, which is handled by a <a href="http://ozarkteaparty.com/wp-content/uploads/2012/08/image002.jpg"><img class="alignleft  wp-image-3394" title="image002" src="http://ozarkteaparty.com/wp-content/uploads/2012/08/image002.jpg" alt="" width="242" height="139" /></a>separate agency.  Illegal immigrants can apply whether they are already in deportation proceedings or they have never been detected by the authorities, officials said.</p>
<p>The initiative covers immigrants who could gain legal status under legislation known as the Dream Act, which has stalled in Congress.</p>
<p>By encouraging illegals to register before Congress has even passed the Dream Act, the Obama administration <span style="font-size: 18px;">is violating our Federal Immigration Law </span>which is supposed to control immigration to the U.S.  Do you realize how this administration continues to violate our laws and Constitution even without the President&#8217;s presence in his office?</p>

U.S. Department of Health &amp; Human Services</em> (No. 1:12-cv-01181))</a> against the Obama Department of Health and Human Services (HHS<a href="http://www.judicialwatch.org/">)</a> seeking access to records detailing taxpayer-funded grants provided by the Centers for Disease Control to the National Council of La Raza (The National Council of “The Race”).</p>
<p>The National Council of La Raza, which openly advocates for illegal alien sanctuary policies, has also been linked to the Mexican <a href="https://www.judicialwatch.org/archive/2006/SR_academia%20semillas.pdf"><em>reconquista</em> movement,</a> which seeks to conquer the American Southwest and return it to Mexico.</p>
<p>Cecilia Muñoz previously served as Senior Vice President for the Office of Research, Advocacy and Legislation at the National Council of La Raza. Because her appointment would have violated Barack Obama’s lobbyist ban, the president granted Muñoz an “ethics waiver” so she could join his administration as Director of Intergovernmental affairs. (Muñoz now serves as the Director of the White House Domestic Policy Council.)</p>
<p>“This seems to be a story of a left-wing special interest group benefiting from White House connections at the expense of the taxpayers.”</p>

<p style="padding-left: 30px;">What does it mean when Congress is in<em><strong> recess</strong></em>?<br />
A Congressional session runs for one year, 3 January to sometime in December. But Congress does not meet each and every business day of the year. For example, Congress often holds business sessions only on Tuesday, Wednesday and Thursday, so that legislators can visit their constituents over a long weekend that includes a work day. At such times, Congress has not adjourned but is, instead, <em><strong>recessed</strong></em>.  <em>The Legislative Reorganization Act of 1970 stipulated a 30-day </em><strong>recess</strong><em> each August, except in time of war.  Congress also </em><strong>recesses</strong><em> the week of a federal holiday. </em></p>
<p><strong>Doesn&#8217;t it appear that Congress accomplishes more when recessed than they do during the regular session?  So, why are we paying for an office, staff and their time to warm a seat in Washington three (3) days a week and even then they often don&#8217;t always show up to vote on crucial issues?</strong></p>

How can that be, you ask?  Well, because sound fiscal policy goes to die in the Senate. Neither has the Senate voted on numerous bills passed by The House to address job creation.</p>
<p>That’s why, if Mitt Romney doesn’t have a Republican Senate to work with,<a href="http://ozarkteaparty.com/wp-content/uploads/2012/08/HarryReid89345-300x237.jpg"><img class="alignright  wp-image-3333" title="HarryReid89345-300x237" src="http://ozarkteaparty.com/wp-content/uploads/2012/08/HarryReid89345-300x237.jpg" alt="" width="123" height="88" /></a> Harry Reid is going to be personally responsible for driving our economy over the fiscal cliff we keep hearing about.  WE NEED A REPUBLICAN SENATE MAJORITY.</p>
<p>Between now and election day, you are going to be bombarded with urgent pleas for cash to help worthwhile campaigns, but unless they are focused on keeping control of the House of Representatives and regaining a Senate seat, please pass up the chance.</p>
